Norman Hillmer is Professor of History and International Relations at Carleton University in Ottawa. He has written extensively on Canada’s foreign policy, Canadian-American relations, peacekeeping, trade, and on 20th Century politics. He is now completing a biography of O.D. Skelton, the creator of the modern Canadian public service.
He is the co-author of Canada’s International Policies and Empire to Umpire: Canada and the World into the Twenty-First Century.
